Avichi is a Sanskrit or Pali word means the lowest level of the Naraka or "hell" realm, where there is no hope for anyone to be reborn. There is no supernatural being/human being or deity/belief system that determines anyone's FATE of its own WILL and everyone is RESPONSIBLE for their OWN actions and their consequences.
